Traditional Indian modesty for men means showering in undies?

My sister has tried to convince me that in India men must not ever be without attire, even if they were to bath or shower. Is this true?

Some sects may just try to inforce that. Hell after all the gals can't be seen in public in some places. All you get to see is this cloth tent walking down the street.

I don't know if it is true or not. I would not be surprised if it were for some.
