Well, you don't have too many choices that won't cause you to have to get a special license. That being said, I would try to find a Chevy Express or GMC Savana 12 seater to serve your purposes. You can get a 2000 of either in the $8K range.

I would personally go with a Ford Econoline E-350 Wagon, but most are 15 seaters. You could always take out the last row of seats so that it will only carry 12. I think the E-150 can also carry 12, but generally they carry 8. They can also be found in the 8K range.

Hope this helps.

My suggestion would the excellent Dodge/Freightliner Sprinter van.

It's more space-efficient and a much much more modern and intelligent design than any of the full-size vans built by Ford and GM/Chevy that are using the same basic antiquated design from the 1970s.

The Sprinter has a superb Mercedes turbodiesel engine that will provide years of reliable service and deliver twice the fuel mileage of the Fords and Chevys while giving equal acceleration and carrying ability. The interior is more comfortable, safer and easier to get in and out of than any of the Ford or Chevy vans. This full size van was designed by Mercedes Benz and it's extremely popular in Europe. If you look around you will see a lot of major companies like UPS, FedEX, Office Depot and others replacing their obsolete Chevy/Ford 1970's vans that get 12 mpg with the modern Sprinters because they are just so much better in every way. That is why Dodge dropped their own full size van and decided to offer the Sprinter instead.

The Sprinter is famous for its low cost of ownership, roomy interior and high build quality and reliability. I'm confident if you compare it side-by-side with any of the others your decision will be very easy.

It comes in two different wheelbases, with or without windows/seats and two different roof heights. I believe even the smallest, low-roof passenger version would meet your needs.
