I know this is not what you asked but why are you fooling around with an OS that is nearly 10 years old. You do realize that Tech years are like dog years so it is really like 70 years old. Do yourself a big favor and spend the xtra bucks to get XP it is well worth it!

I'm thinking the cd is bad. You're not getting a complete install if it's hanging at 99 percent. The shelf life on a cd is about 5 years, after which they get hard to read. Windows 98 after it copies the files, goes through a big long pocess after that setting up hardware drivers, then reboots itself. Your computer is not going through that stage.
