Munich, they have a wonderful event once a year. The Oktoberfest (German, "October festival") is a two-week festival of eating and drinking held in Munich, Germany. Oktoberfest begins 16 days from either the first Sunday in October or October 3, a German national holiday, when that day falls on a Monday or Tuesday.

I would say out of the major German cities, Munich is definantly the most hospitable towards tourists. Of course, this is a MAJOR "tourist city", not only in Germany, but the entire region.

The cities near/on the western borders tend to, IMHO, be a little more hospitable on par than their eastern counterparts.

Remember though, Germans tend to be a little more reserved on average than say your average American.
