There are some people who it seems only talk loudly. Even when they try to whisper, it is still loud. Is it just that they were never taught how to use their "inside voice" as a child, or is their something physical, like in the voice box?

The volume of the voice is a choice and can be controlled. They need to be made aware of the issue and then they need to care about it.

Some people have a hearing problem that can make it hard for them to find the right volume for their voice in each situation and some people who hear badly automatically speak loud enough to hear themselves even though the person they're talking to would hear them fine if they spoke less loud (I think this is common among people whose hearing has slowly gotten worse with the years). I think that half the time people don't even realize they are talking too loud.

I suppose there can be other reasons too.

This is not a bad question.
My experience is all my life I've been told I speak in a loud voice. As I became an adult and realized the mere sound of my voice was offensive to some, I made a concentrated effort to modulate. When I would do that, I was told often, "speak up, I can't hear you".

Some people just have loud voices. I know someone at work who is like that. Her voice carries well.

They might have a hearing problem,maybe not a bad one but bad enough to make them talk louder than everybodyelse.You shouldnt get mad, try to help them find some place they can get their ears checked out.

maybe they grow in a big family. they being loud 2 get other attention
