It is tomorrow. The day will still be 24hours of course but there should be about 8hours of daylight depending on how far north you are.

Dec 22 assuming you mean the day with the least amount of daylight.

If you actually mean the shortest day, the day that takes the least amount of time to go from local zenith to local zenith, it occured around June 23 to June 25, between the Earth's apohelion and summer solstice.

Winter solstice in the UK is tomorrow (22nd December) and we should expect around 8 hours of daylight, assuming you can see anything because of the fog!

The shortest day occurs in the northern hemisphere when the sun reaches it's southernmost point - in the southern hemisphere it is the longest day, their summer solstice.
