The 65-70°C temperature has nothing to do with Legionaella. At this temperature, the majority of the limescale will stay in suspension in the water. Any hotter and your system will scale up very quickly. This was the recommended tempertature before Legionella was ever heard of.

60-65 degrees gives a safe margin for inaccuracies of the thermostat and delays in the boiler stopping the water heating.

Under NO circumstances join a back boiler to a central heating system, it is vey seldom successful. There are technical reasons why this should'nt be done, email me if you require an explanation.

No higher than 70 degrees Fahrenheit is recommended the most. The higher the temperature the more likely the buildup of lime scale, etc. in your hot water heater and water lines will occur.

If you have small children who can reach the hot taps or can even reach into the sinks then temp of hot water should be kept at 53*c this will prevent any chance of them scalding themselves and is perfectly hot enough to wash yourself and dishes etc, have you never wondered why when people run a basin of hot water they always have to also run in some cold water, this is also the regulation temp. in all old folks homes and kindar-gardens, also all schools, for the same reason.

The plumber is correct but the reason it needs to be at between 60 and 65 degrees celsius is that this is the temperature that prevents legionaires disease.
