I need to 1099 my one employee and need to know how to go about it and when it needs to be done

You do it when the work is finished, or the same time frame as W-2.

You can download the form at the IRS website. Just fill in the info it requests.

If it's an employee then you should be giving him/her a W2 not a 1099, assuming you've deducted Income Tax and FICA. If you've been paying them cash or check with no deductions then they're just another supplier/sub contractor and get their 1099 at the same time as everyone else in January.
