The civilization at the pinnacle of the ancient world and ancient history: ROME.
The Romans had the most extensive and complex road system in the ancient world. They had the most complex and , if you add it all up together, the most extensive road system up till the middle of the nineteenth century. Wheres it took months for an army to cross the same distance in the middle ages, a Roman army could cross the entire lenght of the empire in six weeks.
They had a system of aqueducts which carried water to the major cities and many other places They developed the arch and concrete. They sythasized the laws and philosophies of Greece to combine the attributes of Imperium, representative democracy and aristocracy. They layed out their towns and military camps so that no matter where you were you could find you way around. They had the process of producing swords in moulds which was superior to the folding principle of the east. Also their swords were produced from set patterns. All alike and all coordinated. They had most of the ammenities that we are familiar with today. Baths, libriaries, gymnasiums, cafes, take away food shops, public entertainment, a police force, a fire brigade, schools, hospitals, public buildings, apartment blocks and civic government. If you see a model or picture of the city you will be amazed and understand the level of developement that they had.
Their legions were sophistically organised and equiped such as the ancient world had never seen. Nothing like it was seen on the earth till the comming of the Mongols. Each legion had field artillery(10 Ballista and 60 Catipult). They had a double reserve cohort. They were thourally oranised through and throught. They had a supply department for their army. There was a system of stone walls, wooden pallisades, frontier ditches and observations post all around their empire.
But two example stand out. One, at the seige of Masada they were faced with a slope going up a mountain. They built it up, and sent a giant siege tower up it. As the tower went up the hill, it adjusted by gears to remain on a level angle as it went up. The back rose in conjunction with the hill and kept it even. The second was the Collesium. It could accomidate c 50,000, had an underground complex and 82 entrences. How long would you think would it take to evacuate a modern stadium which is the most advanced in the world in an emergancy. Half an hour? Or somewhat less? You know how long it took to evacuate the Collesium in normal circumstances? You better sit down for this:
Literally two hundred SECONDS.
Rome is the one civilization that we indentify with today. It is because it was so sophisticated that we have learned from and adopted much of our own. Our armies, laws, civil systems, transport systems, education systems, ideas of police and fire brigades and government are just a few of the things.
In 476 A.D. the ancient world came to an end: with Rome at it's head.

Roman is medieval. Of the ancient civilisations, there were the Indus Valley Civilisation, The Mesopotamian Civilisation, The Chinese Civilisation, The Egyptian Civilisation.
The Indus Valley Civilisation was in the Indian sub-continent, on the banks and delta of the Indus river. Largely in today's Pakistan. The features are planned streets, baked brick structures.
The Mesopotamian in on the banks of the Tigris and the Euphrates rivers in the middle East. Today's Iraq.
The Egyptian was on the Nile, you know about it.
The Chinese was along the Yangtse and Hwangho rivers.
All were developed in skills and practices.
The Indus valley civilisation vanished without a trace, no one knows how. Being Indian I think it was the best.

The Celtic civilization, which flourished even before the Roamn Empire.
The Celts had a highly defined society. Their laws protected EVERYONE, especially women. They were among the only group of people to give women equal standing with men, allowing them to become artisans and warriors, own property, and attend and take part in all community meetings.
They neither took captives and made them slaves, nor enslaved their own people.
Their laws were lengthy, just and enacted upon quickly. There were many levels to their laws, so that no one could claim injustice. Law was carried out by the entire tribe (clan), with a Brehon presiding. However, it was truly governed by the people. The Brehon stood only to recite the law itself and its penalties. The people, the entire tribe, decided whether or not to enact the law and to what degree.
They were a people who lived. loved, laughed and fought with equal enthusiasm. They loved beauty, were very family oriented, nurtured children, produced beautifully crafted trade goods, respected the rules of "guesting", and never put thier rulers above their common people.

Japan, I think. I don't understand how America, only 200 some odd years old, has managed to surpass all other countries, which have literally been civilized since the beginning of time, as far as technology goes.

The Romans.

They had the largest expanse of land ownership with the technology to make things work. Their military was the best, at it's peak, and their influence reached from England to the Middle East and from near Russia to Africa.

The fact that we still use Latin in our scientific classification is a significant sign of their influence.

I have to agree with the person who mentioned the Celtic civilizations of Northern Europe, mainly because their legal systems were so amazing. Not just in the laws themselves, but in how they were enforced. True justice for EVERYONE was probably the greatest accomplishment of the Celts.
