I'm a 'men' and I don't think I've ever grabbed someone's butt without knowing them for at least a week.
Why, I can only guess that they're driven by the media to be chauvinistic and show women their place. I find this type of behavior to be pretty disgusting, myself.

Because it is pretty and they want to touch it. They are tempted and think they can get away with it as long as they don't overdo it.
Also, they are interested in seeing your reaction. If it is accepting, they'll likely continue their advances.
I suppose you could view it as their attempt at a compliment, although they are clearly out of line.
