Well, JKR doesn't exactly say. I think you're talking about, in HBP, when the ministers are talking, right? The muggle minister notices that there's been a lot of fog around, and Fudge says "Oh, that's just the dementors. They're breeding," or something like that, right? Yeah, I think that's the only mention of dementors breeding, so there really isn't an answer......yet. We'll have to wait for the 7th book!

could be a reference to LOTR... remember how sauron's orcs would grow them under the soil and the pods would come out and fully grown orcs came out! disgusting..

i guess i just see them manifesting where a lot of death and decay is around... the more they feast on humans' happiness, the more they can duplicate themselves. i imagine a huge huddled mass of black objects/cloaks, w/ lotsa smoke all around, and suddenly more and more dementors fly outta the whole in the ground or cave!

I tried but I find it really funny to picture little baby Dementors running around in their cute mini clocks of death!!!! :D lol
I dunno, maybe they just kinda multiply like come apart or something.
don't think they actually have children though; they don't really seem like the parenting type!!!
