It sure did here last week! We had fog so thick I couldn't see the duck pond about twenty feet away, but the rain was coming down hard enough to bounce back up! That was the third day of rain, the first two melted all my snow!

Yes it can. The atmosphere is in layers. The fact that warm air may lie above a cold layer is just as possible as a cold layer laying above a warm area. Fog is a low cloud at ground level in almost all cases. A warm rain may blow over a mountain top and rain through the cloud below.

Our English language is made up of words that express a thought pattern of the intended receiver. If I want you to understand rain or fog I will express myself accordingly. If you play with contradictions then your intent is to confuse or joke for your own amusement in a method to inspire debate or argument. For what gain do you present yourself if not for your own amusement. The inspiration of thought is to examine the possibility for which there may leigh an element of discussion. Walking through a fog will get you damp, walking through the rain will get you wet. What do you need to know?

it has been foggy for the past three days here. no sign of rain... probably it doesn't. the water in the fog is not enough for it to rain.
