The first is a female dog. When used to refer to people it means somebody being unfair or actively malicious.
The second means a prostitute and, as such, has come to mean a very promiscuous woman (though these days can be applied to men too, though man whore tends to work better in those situations and, as so often happens with these distinctions, becomes a mark of respect in osme circles)
