First check whether there is an obstruction in the path of the fan blade. If not, u might have to add another fan because there is too much load on this one. Try to keep your CPU in an open space or in an air-conditioned room where there not too much heat. The more the fan has to work, the higher the noise level would be.

Most fans produce noise... CPU fans and VGA card fans as well... A very good possibility is that the fan is sending air through cables and wires producing an air current that whistles, much like echo... most PCs have this problems..... as far as i know there is no cure for that... it is natural.

if the new one is compatible with ur motherboard
then
other factors working behind the noise
first check ur fan -is there any dust on blades- brush it out
and then be sure the fan is fitted well no play should be there !
remember a little noise would be heard due to moving part dear !

"poooooo" is meant to "I am very hungry money." in fan's language.

FanLang is use in 'FanLand' which discovered on this earth by a barmy man for two-hundred million light-years ago not wrong.

You probably just got a cheap fan. I'd recommend an Antec Tri-cool. I have three of these on my case and they are phenomenal. (Cheap, too).

i think you have a problem with the fans voltage or maybe your fan blades may have hit some wires or other stuff.

also check your fan for dust
