They should match because brown is a neutral, and blue is a universal. But it depends on the exact shades of brown and blue. Perosnally, I love brown and blue.

Hold the outfit items next to each other in natural sunlight.
Do the shoes have the same undertones as the pants? If they do, then great! If not, then find a different pair of shoes.
Is the shirt a reddish-blue while the pants are a yellowish-brown? If they look like different undertones, then find a new outfit. If they have the same undertones, then it's a perfect outfit.

A little more information about neutrals, universals, and undertones:

A neutral color is a color that doesn't stand out on it's own. Brown, black, white, and their shades (tan, gray, beige, ivory, etc...) are the neutrals. Neutrals make wonderful backgrounds for other colors. They an be used to unify or diversify your outfit. They help tone down bold colors so you aren't overpowered by your clothing, and at the same time can add put the focus on the color it's paired with. Neutrals can be worn with most other colors, including other neutrals. Brown is a wonderful neutral because it's not as harsh as black or white. It's a more flattering color on many people, like me, than black because it is a softer color.

A universal color is a color that can be used like a neutral. They can be worn with almost as many other colors as a true neutral. They don't have a very strong feel to them, like a neutral. Bold colors, like red, can give off certain "feels" when seen or worn. Universals and neutrals don't. Blue the most popular universal because there is a shade to flatter every person.

Undertones are the sublte coloring of the main color. The undertones of a color will determine what other colors can be worn with it. Even neutrals have undertones. A reddish-brown, like an umber, won't match with a yellowish-brown, like a tawny. When the color is seen in natrual sunlight, the only light that doens't cast other colors, you can tell what undertones are there, from your clothing to your skin.

Bright Blue Trousers

It doesnt clash. I wear it often. The combination is even in the shops (well dark brown and torquios in decor) but it does work. Try it on and if you like it then wear it. As you can see taste is different for everyone. I think if you went with another nutral colour you would look wahed out and boring, add the brightness.

Any way thats just my opion, if you would be too self concious then I suppose dont wear it, but know that this person would like it: )

Yes this will totally go! For those that said it could not, please there is a show on TLC called What Not To Wear PLEASE WATCH IT. Brown is a Neutral color. You an pair it with almost any color.. just try not to pair it with another neutral (Black, White, Creams, etc.) And try to wear brown shoes. The better question would be what shade of blue looks better on your skin tone, and you should wear with your dark brown pants!?

Alot of people say chocolate and teal go together, so why shouldnt blue and brown, after all these are simular shades, i think as long as you work it well to match, it will look good.

It will clash. I've found blue doesn't go with many colours apart from yellow and black (and black goes with anything).
