The Infrared on the *inside* of your PC is just a connector for an external panel.

You need to buy the connector for your Motherboard to get this IR-Sensor for the outside of your PC.

You need to ask the manufacturer of your Board for this adapter.

it works if your cellphone has an infrared port to it. Look for a small portion looking like tinted glass, probably on the side of the cellphone. You can check the settings of your cellphone if it has infrared in it. After that you have to place the computer and the cellphone near to each other facing the IR ports of each other. IR devices have a short range so they should be kept almost touching each other. And there should be no strong light on it. Then open the IR software on your computer to start the detection of the other device. Rest of the part is operating the IR software installed on your computer.

What cell phone are you using? Try to install the cell phone software, then sync with the infared.

Normally infared do not require to software to run it in Win XP, 2000 or ME.
