I think that the story is really bad journalism. No source is given for the claim that he "might have" left under a veil, no evidence has been produced.
It's just a random claim, quite possibly with an underlying political motive of trying to stir up trouble over the wearing of veils, and thereby increasing anger at Muslims even further, and I'm surprised that normally responsible news outlets are giving it credence.
In general terms, though, obviously if there's to be any point in making ANYONE produce photo ID, then EVERYONE should have to be able to be identified. There always has to be a female official available in case, for instance, a woman needs to be searched - I don't see why women who wear the veil can't have the option of having those female officers check their faces without breaking any taboos.

Not long ago, here on Yahoo Answers we were discussing the possibility that a bank robbery may be carried out by men wearing veils and that because of this, the veil should be banned in this country. Now, that the first offence has been committed like this, I really do hope that the government will re-think the banning of all headwear in public. I think it is time!

Immigration officials and Special Branch officers who are on duty at all major ports and airports have powers to check all persons under the provision of The Maritime and Aviation Security Act. Why was this not done? possibly the risk of incurring the wrath of some office bound, politically scared, oops I mean "correct" official frightened to lose a cushy job and over inflated pension

I agree that if the story is true, then it seems ridiculous. But, as it says, immigration are more concerned with people entering the country, not leaving it. So the question has to be asked - are women wearing a full veil asked to remove it at passport control on entering the country? And if not, why not?

all head wear should be banned from anywhere that has a possible security threat. i think aiports and customs would come under this but hey im only a normal person not a high powered mp or do gooder
then again if u dont have to show your face on a driving licence what hope the id cards
everybody take flags to arsenal

Anyone wearing a burkah should have to show their face to identify themselves before they can board a flight. If the woman has strong religious objections to showing her face she should have the option of going into a private room and being ID'd by a female officer.
This is just common sense and surely no-one, even strict Muslims, can object to this?

A suspected murderer of a police officer escaped -- is hard to believe.
A suspected murderer of a police officer escaped, wearing a veil -- is on the verge of impossible.

Certainly brings to bear the liberals view of letting women of certain faiths wearing veils (as part of their religion) even though it does not say they have to this in the Koran.
