It's worth doing a online search to see if your local law enforcement has a active website, where people can anonymously post emails on criminal activity they witness.

You might also want to check out and find a local "Crime Stoppers" website that may offer email communication or number(s) to call and report such activity. This suggestion can be profitable ( $$$ ) for you---if the tip is good and leads to an arrest/conviction.

It does not work that way and you know it. Besides you would be taking a chance on your group of friends being tased.
