they move because of the temperature change where they best catch the optimum temperature for producing sperms. the movement only includes, getting away from the body and getting close to the body, that's why they're not inside our body, cuz our body temperature is way high for them to produce sperms. plus, if you stretch your muscles of your penis they go close to your body as well.

No, a hernia is a protrusion from inside the abdomen into the top area of your scrotum-where it is attached. Usually a part of the intestine, and it is a dangerous thing- can get twisted or cut off from blood supply. U will know if it happens. All guys' balls move around on their own, just their way of getting comfortable and adjusting temperature or getting into position if you are thinking about sex.

Being Male. Of course they are alive! They are part of your body. Balls move around to get comfortable and to get in the best position to maintain temperature.
Your penis can also move, but usually only when erect.

dude it is high time since you and all your friends knew that the scrotal sac "moves" coz of the weather .......
if the weather is cold then the sac contracts so as to maintain the temperature for sperm production and this is the reason for it to relax when the weather out is hot .............
this happens bcoz sperm is produced only when the temperature of the scrotum is slightly less than of the body temp........
hence your scrotum " moves "

I hope that they are alive. They move with temperature and other stresses. When warm they will drop lower from the body, when cold they rise closer to the body.

"Everything that goes to and from the scrotum = spermatic cord
This includes arteries, plexus of veins (counter-current heat exchanger)
Vas deferens, nerves - some species (incl. human) have muscle -
Pulls up when cold to maintain temperature of scrotum"
