A possible solution could be "The Onion Router" (TOR) a program that encrypts all internet requests and routs them through several computers scattered over the internet before reaching the page you want to see.
It works perfectly on my laptop while being behind a normal router. But I'm not sure how it would work if you have to go through another proxy.
In any case, your network administrator can see exactly what you're doing on the net if he's in charge of the proxy. I recommend going over to the TOR website http://tor.eff.org and look for a possible answer there. There's a good chance that it might solve your privacy problems.

Yes this is true. Anyone with any significant level of skill, who can sit between you and the outside world will be able to see just about everything you do on the net. The only possible solution to this is to use the maximum amount of security when communicating. If your messaging system offers encryption use it. Encrypt all emails you send out, PGP is a pretty good way to go. Additionally, for anonymous web surfing there's something called to TOR. Which is an implementation of onion routing. This provides a pretty good level of anonymity on the web but it's not 100% full proof.

If you're using the proxy that he administers, then yes he can see what internet sites you go to regardless of whether you turn Windows Firewall on...
Is your internet connection locked down (can you change the settings). If it's not locked down, try unchecking the box in IE > Tools > Internet Options > Lan Settings > Proxy

If the adminstrator is on his game there is little if anything you can do to prevent him from viewing your activities. He more than likely has the permissions set so you could not install effective software.
The real question is should you even try? I know my employer has a policy against certain activities on the company computer. If I violate these policies I am subject to termination.
I am sure this is not the popular answer, but I do not think you should even try hence loosing your job.

In a corporate enviroment, you have no right to expect privacy on 'their' network. And in fact, courts have made that same statement on several occassions. This includes your email.
Any good system admin can beat any attempt you make to elude them and in doing so, could very likely put your position with the company in jeopardy.
The network and the computers belong to the corporation, not to you. They also are paying for your time. If the corporation puts restrictions in place and you attempt to circumvent them, you will be disobeying the corporate rules and subject to censure.

if he set up the network properly he should be able to see what everyone on the network is doing, that's his job. if you are using a computer at work you have no privacy.
enabling windows firewall does nothing. the net admin has a higher level of permissions that users.

Programs like VNC and many others basically allow him to see the exact screen you are looking at and he could even move YOUR mouse around and navigate if he wanted to freak you out. Use a home computer if you want privacy.

If you activate your firewall, he can overide it. If you install TOR he will know about it and be on to you. And if he is very good you can't have your privacy in that network.

Just for advice,
You can hide your activity from Administrator with Activation your firewall at Your PC.
Look at Right Down and Double Click "windows security alerts".
And Look at "FIREWALL", please Make sure that Firewall "ON".
After that Active or ON, Administrator can't see what are u doin at your PC.
just for information, After You make it ON, you can't Sharring your Document.
