It is the "Ghost of Christmas to Be"... played by Chaz Conner. His ONLY other listing on IMDB is for "Meet the Hollowheads".
The spirit takes Frank Cross (Scrooge) to an insane asylum to see the youngest Cooley (Tiny Tim), then to a crematorium to witness his own cremation.
This is after escaping (Bobcat Goldthwaith) in the elevator.
