It depends which Tsar. Ivan for example had what were called the Oprichniki. The men who were selected to be in Ivan's Oprichniki (a very sinister secret-service-meets-the-mob-type group) were given power, payments, and "huge....tracts of land" for their services in the Oprichniki. These incentives led to a sense of fierce loyalty to their leader, Ivan IV Grozny.

The Streltsy - elite military units. Not all members of the Streltsy guarded the tsar, but all guards were Streltsy.
