Buy a truck and get the whole body frame turned into a CAR kit, and then lower the truck into a car level? In other words, buying a truck and putting on a car kit, and lowering the truck at car's eye level so that it looks like a car instead of a truck?

Yes.
All old cars were 'coach built' onto a chassis.
Get your truck, fit all the lowering kits to get ride hight where you want it then build a body around it.
Good idea if you want something that looks like its from the 1920's/30's

Find an old Chevy El Camino. It is a truck on a car chassis.

in general , no. Most trucks are a cab/chasis design meaning that you can seperate the cabin from the chasis and powertrain. In order to achieve what u want it would be best to try and convert a truck cabin to sit atop a 4x4 chasis as they are far lighter and a lot closer to the design of a car.

well Way will you do that? it will destroy road performance. if you do it anyway your transaksel will not be lubed according . if it is a front wheel drive your are in big trouble the drive Axel's will not de abel to do it
