It's used as an insult. A moronic pronunciation of 'W', his middle name. To my shame, I cannot think of a similar term used in the United Kingdom... I suppose you could look upon the press usage of Bliar when they spoke about Tony Blair - the deliberate transposition of the 'a' and 'i' to criticise Tony Blair for being a Liar over the 45 minute 'sexed up' intelligence report on Iraq's WMDs.
