The F.A. Premier League has said that the back side of the 07/08 kits (the name, number, and the crest) will be different for the Premier League. Why have they done this, and how will it be different?

I haven't heard anything about this.

If there are any changes, it will probably be the font (word style) of the names and numbers, and maybe a redesigned badge.
