As the answers so far show, it depends on how you look at the question. Do you mean while playing the sport, or do you mean in everyday life? If playing, probably the sumos or judo types. If in everyday life, probably the smallest people (jockies?). Or, at this time of year, it could be the elves!!

Hmmm... a fairly tough one between a sumo wrestler (crouching down as he would during a match) and a racing jockey...

But then again, a swimmer would have a low centre of gravity as he/she would be horizontal..

majority of the time they are leaning sideways, and rest of the time hunched over in a half fetal position. This makes them have the lowest center of gravity of any athlete
