There were actually two emperors at the time of Christ.
The fist was AUGUSTUS who reigned from 27B.C. to 14 A.D. He was emperor when Christ was born. The second was TIBERIUS(Augustus stepson and adopted son) who reigned from 14 A.D. to 37 A.D. He was emperor when Christ died.
Also there is contention that Christ was born in 4 B.C. (before the christain era) This is because Augustus won the roman civil war with Antony and Cleopatra and became in effect the absolute ruler of rome 30 B.C. However his declared rule, THE PRINCIPATE, was not declared until 27 B.C. When they calculated when Christ was born they calculated the lenght of the reign of Augustus and put the year of Christ's birth in the appropriate year. However they took the 27 B.C. (give a year) and put the year 1 A.D. as 27 years after that date. However Christ was born when the census was taking place 27 years after 30 B.C. when Augustus had absolute rulership. This is the reason why they say that Christ was born in 4 B.C. It was a mistake in calculation between the two years. Hope this helps

I love the answers you see here sometimes. Herod? Emperor of Rome?! Augustus was the first emperor of Rome but he died in 14 AD (when Jesus was approximately 20 years old). Most historians agree that Jesus was born around 6 BC, not 1 AD.
Tiberius was the emperor of Rome during Jesus' ministry and crucifixion. You can be sure that Tiberius knew nothing about it and wouldn't have given a sh*t even if he did. Some Jewish revolutionist being killed in Judea wouldn't have interested him. He had more important things to deal with.

Tiberius was the Roman emperor between year 14-37 A.D., so that is the likely answer to your question. Augustus (Tiberius' step-father) preceeded him, and was emperor when Jesus was born, as you probably know from the Gospels. Augustus died in year 14 AD. Tiberius is also mentioned in Luke. Here is what the Catholic Encyclopedia writes about Tiberius:
"The ministry and death of John the Baptist and of Jesus Christ occurred during the reign of Tiberius. According to St. Luke (iii, 1), St. John the Baptist was called by God, in the fifteenth year of the reign of Tiberius, to prepare the way for Christ as His precursor. Shortly before his death Tiberius recalled the procurator Pontius Pilate from Judea."
Re Herod: There are several Herods, and they were not emperors, but kings (or client-kings - subordinated to the Roman emperor) of Judaea. The Herod that was around when Jesus was born was the so called Herod the Great, who died 1-5 years AD. The Herod that was king when Jesus died was Herod Antipas, son of Herod the Great. He died in 39 AD, in exile.
