This is referring to personality and inner self. Beauty being only skin deep means that you can be good to look at...but personality is what counts

The saying simply means that just because someone (or something) appears attractive on the surface doesn't mean they aren't rotten beneath that outer layer. Or in other words, a person may be beautiful on the outside, but still have an 'ugly' heart or soul.
A good analogy would be: imagine buying an apple, the plumpest, shiniest, ripest looking one in the basket, then biting into it only to find it rotten and wormy.
Appearances can be deceptive.

It means that you shouldn't care about what a person looks like because it's only the outside. If someone is really good looking and is a total jerk, do you think that you'd like that perosn? No way! If a person were ugly but super nice, would you like to hang out with that person? Probably, yes. Beauty is just the outside, and the inside is what counts!

beauty is only skin deep but ugliness goes all the way to the bone. or pretty is as pretty does it doesn't matter what a person looks like it matters what is on the inside it makes a person a beautiful person if they are caring , thoughtful ,and kind. and one who does mean cruel unkind things is very ugly no matter what they look like

It is the perception of beauty that one fist sees.
A thing may be gorgeous on first glance, after your married for 2 years you wonder why did they let that person out of the asylum?
I have met Gorgeous heroin sluts, and I have met some dog ugly Nuns, one was beauty, one was not.

It means that being beautiful is just on the outside. It doesn't mean anything about your personality.

If you're in USA - think about "Miss World"/"Miss Universe" fuss going on. She's beautiful - but sleeping around, drinking hard + doing drugs - according to what has been said.
Is she really 'beautiful', inside, not just on the outside?

It means that a person may be good looking, but that doesn't reflect their inner character. That beauty can be deceiving if you do not know about it.

It means that no matter how Beautiful you may look ...if you are miserable acting, or mean natured etc. you are not truly beautiful
