any ideas on a low cost barricade of rocks or bushes, retaining wall? to keep pedestrians from crossing my property? there is a severe slope where their path is, need some ideas to make it difficult for them use the path.

I can't use dogs, liability issues, this is a commercial property, they just cut the fence before, so need more creative"out of the box" ideas.

If you post highly visible signs (in both English and Spanish) that say "keep out" or "no trespassing," as well as signs that say "beware of dog," then I don't see how you would be liable for a dog attack on the property. I would ask your local law enforcement first and see what they think. They should be able to give you some pointers. If people are cutting your fence to get through, then it is a serious problem that a natural barricade probably won't fix.

I need some more info. to answer the question well. What USDA hardiness zone is the property in? Some shrubs or trees that are recommended might not grow in your area...
That being said, these are a few that I'd recommend for USDA hardiness zone 5, they might grow where you are too.
Hawthorn (Crataegus) especially C.phaenopyrum -washington hawthorn. They'll turn you to ribbons if you jump into the thing.
Also look at Barberry (Berberis). B. julianae or B. x mentorensis will give you pain that you wont forget. Osage orange is also good (Maclura pomifera), they get huge, and the 'oranges' are awful projectiles.

Put in a prickly hedge, they will soon get the message.
Depending on the climate where you live you could try:
Tall: Chaenomeles speciosa, or x superba - Flowering quince
great flowers at the end of winter and no maintenance if
don't want it.
Pyracantha -particularly tough and spiky, can come in
smaller varieties. Quick growing.
Medium: Berberis varieties.
Plant a thick hedge of anything spiky and they will quickly go somewhere else.
Another alternative if you live in a hot dry climate is Acacia (Wattle). If you plant some of the large shrub type you will quickly have a large hedge that no one can get through if planted close together. Hope this helps

Cover the area they are crossing in 3-6 inches of pig $hit. They will think twice before crosing there again.
If that isn't an option. Put out a sprinkler and when they get on your grass, turn it on!!!!
Water the area so much it is a muddy mess.
Pay a neighborhood kid with a sling shot to be a menace....best if you pay cash and not by check :)

plant some hawthorn trees and keep them pruned into shrubs about a metre and a half high this plant has deadly thorns and after a tackle with on of these guaranteed they wont be back if all else fails buy the sign that says these premises are guarded with a shot gun 4 nights a week you guess what nights that should do it

There is a citrus plant that is ABSOLUTELY impenetrable once established. 2 to 3 inch thorns.like nails but sharper. Email if this is a viable idea & I will consult botanist who ID'd plant for me before. Osage Orange trees grown as a hedge but would require trimming. Thorns ! DUH! How about some roses??

Theres an alley? suitable! next time they park interior the alley, block the two exits which incorporate your automobiles, then call the police officers. in the event that they ask hello, tell them thats your assets and your ill of it, your no longer likely to pass your automobiles and that they might direct any lawsuits to the police officers whilst they get there.
