There is a waistband stretcher on the market (see link below). You could also take them to your tailor, but you may be able to tell they've added extra fabric to the pants, depending on how they decide to alter them.

Yes, if you use the same exact fabric to widen the waist and the legs.

you can strech them out a little, don't dry them, and if you instert a rod of something that will give the waist a little resistance while they are wet. They will dry bigger.

according to what kind of pants they are, yes, but some are harder than others , jeans being the worst.
