I saw it next to a cartoon. what the hell does that mean?

It comes from one of the "Muppets". I can't remember which one. Gonzo maybe?

No it was Fozzie. He would tell a joke and say wocka wocka after.

Likely from Fozzie Bear, or could be an imitation of the sound Pac Man makes in the video game.

The Muppets, Fozzie always says it after he tells a joke. It came about as i think its Frank oz who does fozzie's voice just came up with it one day and found it was a useful tool to help him get in character.

Or, if you were reading it, it could mean it was a sound effect from the 70's. You know, that electonic, disco type sound.
