Not very difficult, all you need is: knowledge to deploy CMS (Content Management System) like DRUPAL, XOOPS, JOOMLA, all are free of charge.
Those I stated above need PHP and Mysql Server.
After that, you need to change the content as you like.

Conclusion: very easy, you just need effort to re-design the content.
