You'll need lessons. Clubs often offer lessons, typically once or twice a week for an hour before the dancing starts. They'll get you started, but you get what you pay for. There are studios that specialize in salsa and other street dances of Latin America. The ballroom studios have some advantages as well, generally teaching a more solid foundation in the basics, where others may push to into the flashy stuff too soon.

I guess it's too late to be born latin so go to a Salsa club. You can either get lessons or you can just hang around and learn from others that are there.

Just go to a class, its that simple. And DONT QUIT! It takes some practise, it takes some time and patience but in the end it is absolutely worth it. There are no depressed people dancing, nowhere on this planet. If you are down just go dance, and it helps to know how.

If you find your self undecisive just go to a salsa party and look. You could order a DVD, but in my expirience it is better to go out and meet people, talk to them. It expands your sociall circle allot. If you are worried that you will look stupid infront of other people… well nobody in class know how to dance… and its not like instructors hawent allready seen a 100 clases of people not beeing abel to dance, and later that month seen them dance like professionals.

Can you remember learning to walk (ok I dont :), to hold a fork or to read and write.It muts have been a pain sometime but now it want we can't do without..

Go to dance classes. Classes are the most efficient way to learn. DVDs are not that great, especially when you're just stariting out because feedback from the teacher is very helpful to have.
