First of all, it is more than likely a hood piercing. It is pretty hard to pierce the clit and many piercers won't do it.
Secondly, she should continue to do sea salt soaks once a day and wash once a day with anti-bacterial soap. Any more and it'll dry out.
Genital piercings don't tend to get infected as much as other piercings because of the natural lubricants. If she is touching her piercing before washing her hands, this may be the problem. The bump may be just part of the healing process. If she is keeping it clean and following all of the care instructions, she should look into it further.
I'd go to the piercer first and check with them. They've seen it all and if they're a reputable place, they'll know what is wrong. You can also go to a doctor.
Things not to do: do not use any type of cotton (Q-tips, cotton balls, etc.) to clean. The cotton fibers can get caught on the piercing and just trap bacteria. Do not use alcohol, neosporin, etc to clean. You should only use piercing solutions, antimicrobial/antibacterial soap and sea salt soaks. You should always wash your hands before touching any piercing. She really shouldn't be touching it at all (except to clean) until it is fully healed.

Oh my goodness - what does she expect to happen by piercing her private parts? There could be an infection or STD going on there - who knows - see a doctor if it doesn't go away, bleeds or gets worse. Sometimes it could be something as simple as a clogged pore much like acne - I know that sounds gross but those are the possibilities. She could have an allergic reaction to whatever is pierced in there too.

I think, she has got some fungus infection. Ask her to wash her private parts with Dettol or any anti septic soap. Better see a gynacologist.

It's possible that a topical antibiotic (e.g. Neosporin) will clear things up. If not, see a doctor, she may need prescription antibiotics
