Most of the noise that Norton makes is the standard bad stuff floating around on the net. If you get a NAT router you will find that the Norton firewall will go silent.

On internet there are automated softwares that try to connect to other computers which are connected to internet. For that they try to send a signal on some port of the computer, it is called a Ping. It checks if that port is open or not. If you have a firewall (in your case it may be a norton firewall, it detects the incoming ping request and may inform you about it. You could set your program not to display these alerts, because the firewall stops them anyway.

it means someone is attempting to get onto your computer to steal or control the information you have on your puter,, what you should do is switch it off and reboot log back on and you will get another IP address from you internet service provider
also setup your firewall if you have not got one do a web search for free, firewall zone alarm is a good one
