If you analyze the backgrounds and pasts of these characters, you will notice that all of them have excuses for their role in the story. Basically all of them have an excuse for... to put it simply, being bad.
Snape. His childhood was a total mess. His father abused him, and then, when he went to Hogwarts, he was constantly teased and mocked by James Potter and his friends. He was a loner and so he saw an escape in Dark Arts, just like you would find an escape in a random interest. I really believe that if he would have lived in a different environment as a child and he would have been treated differently, he wouldn't have ended up on Voldemort's side.
Voldemort. Yes, even the maximum evil in the story has excuses. If you remember, Voldemort hated his father. Ever wondered why he started this huge war against muggles and muggleborns? His father was a muggle, and since Voldemort hated him, he associated him with negativity. Later on in his life, this hate progressed and it extended to all muggles, determining him to believe that muggles are worthless and that they have no place in the wizarding world because they can only taint it. Do you think he would have lead this war if his father wouldn't have treated him and his mother the way he did? No, he wouldn't have. He would have remained Tom Riddle, a typical wizard.
Draco Malfoy. Well, Draco is the one who has the strongest excuses out of all the characters you listed. I think it's pretty obvious what I mean. He grew up in an environment that formed his personality. He had no choice. His only fault is that he was born on the wrong side, in the wrong family and allowed himself to be ruled by wrong influences. He's always been influenced by his family, but he wasn't able to get over that influence because the only part of the war he had been exposed to was the dark one, so he had no way to compare the two sides. He is the result of his family and the environment he grew up in.
So I'd say that the only character who doesn't have an excuse is Dolores Umbridge. There's no other character I hate more.

Voldemort...he's the most evil, and almost everybody's afraid to say his name. There are a couple of people who like Umbridge (like the old minister Fudge). Snape, well...he's pretty close to Voldemort, but he still didn't kill anyone just to live longer. Draco is just a spoiled, prejudiced brat. He's not evil, just mean and bitter.

Good old Mouldy Voldy! Umbridge bringing up the rear in second place. Malfoy is just an over-priviledged snob, and Snape I adore. He isn't evil. I think Dumbledore ordered Snape to kill him, and because of the unbreakable vow with Narcissa, he had no choice but to do it because Draco couldn't.

I go for Umbridge, cause at least Voldemort and Snape are intelligent and Malfoy has his "good looks", but Umbridge is just evil, ugly and stupid...

umbridge bugged harry only for one year. voldemort even though he is the worst of the lot does not always cause him pain. its the same with snape even though harry hates him he did not dare trouble him with dumbledor there.so i think malfoy is the worst villian as he is the only one who keeps trying to pick on harry.

Umbridge.. She gets on everyone's nerves. While Voldemort may be the "ultimate evil" as someone has already said, there wouldn't be a story if it weren't for him. You don't see much of him either, and that's a relief. :-)

Professor Umbridge by a long shot. The rest of them are evil or nasty because of the influences in their lives, ie. deatheaters, having a seventh of a soul, family, a painful childhood/ulterior motives. Dolores is just a ***** on her own accord. If I could use the Avada Kedavra curse on any one of them, I would use it on her. However, I would give her a good round of Cruciatus first.
