Questions like this are impossible to answer. You have to tell us undergrad or grad school, research or teaching universities, your field of interests, etc. If you're just going to go on the US and World News list, you'll be completely missing the boat.

The US has some of the best in the world. Berkeley, Stanford, MIT, Cal Tech, Illinois at Urbana, Georgia Tech, Michigan - there are many.

Unfortunately, the answer depends on lots of things. The best unis will be in the US (MIT, Cal Tech, etc), UK (Oxford, Cambridge, Imperial College London, for instance) and only a handful of other countries (maybe only one or two others). But the -type- of engineering you want to do; the type of teaching/studying style you want should all influence your decision (for instance, in the UK, you MUST do your work and hand in assigments when they tell you to; in Russia, things are far more laidback). When it comes down to it, what matters most is the types of lecturers (professors) and colleagues (students) you interact with. And that's just down to luck.
