there are lots of utilities that will enable remote shutdowns. I prefer using psshutdown.exe the sysinternals tools are great because you can always use them in scripts with out problems.

Using the "shudown -i" in command prompt is the easiest way I know of shuting down PCs on the network but this however normally needs a fairly complicated network to work on with permissions on the other PC and normally doesn't work on just usual LAN networks. However the VNC option already suggested is a better solution because you can just use another computer as if you were sitting in front of it, I use it to connect to my Server PC because I dont have a monitor for it.
In my opinion the best VNC client and server software is UltraVNC and its also opensource. :)

Open a command prompt and type "shutdown /?" - the "m" option might do what you want. Presumably you need a decent level of permissions on the other computers for this to work.

Use VNC software. Its very cool. You can do anything with it on the ther's person's PC. Download any of these:-
