If it's done properly with a proper surface bar by a reputable piercer who can show you a portfolio of HEALED surface piercings then yes.

If not then it's got a very high chance of rejection and bad scarring so no.

Too many piercers will do surface piercers badly for 'cool' photo for their portfolio and don't care about what happens to the piercing afterwards. Also if you get one done and it shows any sign of rejection go to a piercer as it may need to be taken out to avoid a huge scar.

It might look fine depending on the person and where it is.... but generally its just frightening. They tend to be trouble to the wearer: infections, scarring, getting pushed out by their body. So even if it looks good, it doesn't for long.
