You would need to use a proxy server that is located in the US. When you use a proxy server it appears your connection came from the proxy server. The services I know of are for making you anonymous not necessarily changing the location.

If you were to find a proxy in the US you could use it would increase your lag time which is something gamers want to minimize.

You can't... not really.... you could if you had plenty of money and connections, however an IP address assigned by your ISP is unique to that ISP to identify you and allow you access to the internet. This IP address is not under your control, and so the location is not under your control either. However if you are talking for computer gameing, it isn't your IP which tells your location, it's the routers along the way to your IP which identify your location, as well as the ones to the DNS server and such. Anyway... long story short, if you want to change your location logically, you'll have to do it physically.
