Sub-questions: If everybody asked questions that can easily be satisfied by Wikipedia (such as, 'how does technology "A" work?) - why bother with Y!, then?
And what do you think about the rule that forbids us to voice any kind of grievances? Please, look around the coffee shops of the world! People love to talk about interesting, often controversial things!
Think about it. Even the 13-year-olds, whom we are trying to protect, want to be able to ask and answer Q & A that are interesting and mind-stimulating. How would children and adults feel if they are taught the dogma that they are guilty until proven innocent? I know how it is, because I have experienced it.
I'm not saying we should allow explicit rudeness and hatred. Of course not!
And, hey, look around Y! We still have inane questions running riot (without being detected) out here - such as 'what would happen if I ++++ Jesus' ++++?'
