Not knowing how long she has been your girlfriend I will just assume under a year since you don't want to spend much on her. You could get her a promise ring for around 50-60 dollars if you are a good shopper. Otherwise roses and dinner would be wonderful too.
Just remember you will be in a lot of trouble if you get her something stupid and not from the heart.

A handmade romantic gift is nice. How about a nicely decorated poem? Or light candles in the shape of a heart at the beach . Write the words I love you in it. That will make any girl swoon.

I think a good cheap gift would be something that is like her. Like if she likes candles then you could light them and fix her fav. food! she would love that or you could just give her some chocolate with a rose!
OR you could suprise her by taking her to a movie or for cheap but good dinner and dont tell you are going there!

jewelry is lovely, but if you want not expensive, don't go for it. believe me (im the rich-girl type) they will not like something fake. designer perfume is your other option, but then again thats expensive too. so i say you're s.o.l.
