Does a PPC campaign have any affect on an SEO campaign?

I am wondering if any search engines have shown signs of caring whether or not a site does PPC and what kind of reaction they had.

No, there is no relationship between where a site ranks in organic search and advertising or not with PPC.

There is at least one connection - a factor in seo is traffic to website. ppc obviously increases it
