You must know what your special talents are. Many in Government Servant do not acquire any practical knowledge and expertise and would have wasted their talents. Such persons cannot flower and flourish in any job after retirement. For some, it is after retirement, free from the shackles of service, their talents flower and their individuality and initiative get an opportunity to prosper. Hence, it is important that you know where you stand and accordingly decide. You are highly qualified civil engineer and have a specialisation in Water Resources. I wish you develop some technological models for water conservation so as to enable the urban development authorities are able to combat the growing problem for water scarcity in the urban areas and optimisation of the available water resources for drinking and irrigation in the rural areas. If you have enough income to take care of your post-retirement life, you may do the above activities as a social service. For this purpose, you may start a charitable foundation, like MS Swaminathan Foundation, started by the renowned agricultural scientist, M.S.Swaminathan.

Personally I'd tough it out, re gov't. job. You've got solid, secure years with the gov't. No guarantee you'll work in the private sector at the same job that length of time; plus you'll turn into an "At-Will" employee-meaning you could be fired at any time, no previous warning, or reason given. Companies no longer look out for their employees. Is it possible for you to consider a part-time job as supplemental income? I'd also suggest you take any Promo test(s), but by the time you get your results, placed on the list, called for an interview, hope to be accepted...you'll start at that title's entry-level rate, thereby losing money (that would affect the calculation of your retirement benefits-calculated as the last three years of your final average salary-depending on your state's Civil Service law-check it out). In my case, I could have retired at 62/no penalty, after 22 yrs. I took Early Retirement in 2007 to care for my mother, plus it wasn't worth commuting a long distance to a toxic work environment, just to get a few pennies added to my benefits.
