i have visited many web sites that say they are free, but the only thing free is the search not the results you have to pay for the result report, i am looking for one that is ABSOLUTLY free

Not sure about what state you live in but Texas has a number of counties that offer local criminal record information.
Go to any search engine and type in the name of the county you're looking for with "Judicial Record Search"...I've found a lot of counties offer it online.

the only free ones are the state sex offender database all others either need a pass code from law enforcement or you have to pay for them....one thing you can do is type the person's name into the yahoo or google search engines and see if anything pops up

Most states have free court access files(Criminal records and tickets).Probably do a search for your state.

Do you expect to be paid for your work? Then pay these people for theirs. They've done the work of linking you to the records databases and that's not cheap. If you really have a need to know about someone, $35.00 is not much to ask. Or, go to the courthouse or other office and do your own research.

They do not exist. Such sites exist only because their entire business is background checks. If you want one, you'll have to pay for it.
