what ever picture it might be..suppose letz take a rectangle.it has length and breadth..
now, if u want to enlarge it in 1:4 ratio,it means tht length:breadth may be in 1:4 ratio..(depending on the prob)
now increase the length and breadth such tht u achieve the ratio.
for eg,
if length, l = 4
breadth b = 1
then,
make length 8(increasing by 4 units) and breadth 2(increasing by 1 unit)
just go on increasing and u can enlarge as u wish..
simply,
u can enlarge l in l= 4+4(x) where x can take values from 0,1,2........
and breadth in b = 1 + 1(y) where y can take values from y=0,1,2........

Hi:
First off, I'm little confused here: a 1:4 ratio is a reduction, not a enlargement it's written as 4:1 ratio for enlargement
If your using a printer set the printer to 400 time on the % of size
If your doing it by the grid method then make all squares 4 inches in the enlargement sheet to the 1 inch square on the picture { take a clear piece of plastic or tracing paper a make a grid of 1 inch squares and lay it over the picture} draw your lines in the squares to match the one in the picture accordingly in the enlagement sheet
or make a point on the leftmost of your picture and a point on the rightmost point on your picture in a straight line measure with ruler. Than make straight line and set the points on them; 4 times the measured rule value for the enlarge drawing, Use a compass with one point on the right most point extend the other to other point on the picture ( not the leftmost point ) measure it with a ruler multiply it by 4 then set your compass points to this value then set it on the rightmost point on the enlarged drawing then lightly draw a small arc, then repeating the same process again on the leftmost point of the picture with the compass use the same exact point used as before, Measure it, muilpty by 4 and set your compass the measured value. set the pointed end of the compass to the leftmost point of the enlarged picture drawing lightly draw a arc until it interpects the other arc forming a X , Repeat this process using other points on the picture until you have a enlarge drawing that is four time larger than the picture. then connect the X's

Just measure each side, multiply it by 4, then draw them with the new measurements. Keep angles the same, though.
