A subcommittee is -- as the name implies -- a subset of the full, standing committee. Not all full committees have subcommittees. And the purposes and degrees of importance of subcommittees varies a great deal from one full committee to another.

Generally speaking, a subcommittee will probably work more than the full committee at writing the specific details of a bill.
