The Court gave him instructions "like x hours of Community Service per month for y months while doing z".

If he didn't follow directions, then they may bring him in to serve time - he violated the conditions. The best hope for some type of forgiveness by the Court is if you can produce some type of documentation (Letter) from someone where your boyfriend was doing the Community Service that states your boyfriend did additional hours.

The community service hours replaced or susupends so many days in jail, if he doens't complete the hours, he goes back to jail for the days suspended. They usually give about 1 year to pay the fees, then they issue a bench warrant his arrest for failure to comply with the order and probation conditions.
