If your looking for a perminate solution to slow the fans down you can cut the voltage slightly to those fans from 12 volts to 7 volts.

Not that I am aware of! But if you plug in the fan with another molex other then the one you have pluged in now. The fan zips real fast. Soory thats the best I know..
