1/5 of m is greater than 1 the reading goes like this.
Say m=2
1/5(2)>1 is something like 1x2 divided by 5 is greater than 1
if u try to graph, the shading will be at the top left side of the Y portion after >1 (in this case m=2, Y=1) .
Say y=1 then m=0.4 since the graph starts from 0
Dose satisfy the inequalities that the shading goes to negative portion of X.

draw a dot on the 5 extend it to the end of the line.
Or do you mean m as in slope?
were the slope of the line would be 5/1 rise over run.
in that case you would starting from whatever point on the line count up 5 over one. draw a line on the graph between the two points, then continue upward to the last point on the graph or the edge whichever comes first.

if you mean what you wrote:
1/5m >1, then you have 2 cases to consider:
m>0 => 1/5> m
m<0 => 1/5< m

1/5*m > 1
because 5 is positve, multiplying 5 with the two sides of inequality will not change the sign
1/5*m > 1<=> m > 5
